Two officers maced a man at approximately 1 foot distance and then laughed and high fived about it

I witnessed a group of seven police officers standing near the Hoppy Gnome discussing which people should be pepper sprayed next. I then watched 3 of them move west on Berry Street about 100 yards and sneak up behind a man who was also walking west. Two of the officers sprayed him with large canisters at approximately 1 foot distance. The man lied down and cried. The remaining officers stayed huddled near the Hoppy Gnome while laughing. The other 3 returned to high fives and more laughing. The primary instigator was a tall white officer with a bald head. Two of the officers that remained near the Hoppy Gnome were white females. The officers began to retreat back to the east on Berry Street. The occurrence was somewhere around 11:00 p.m. I asked the remaining officers why they were allowing their coworkers to do that and they said “go home or you are next”
